Abstract:

There is a current concern with the improvement of college instruction that has not been evident in the past. Most of this concern takes the form of evaluation and comes under the rubric of accountability - an old concept with a new harshness that has grown out of the public's vague but intense dissatisfaction with education. Is the Puritans were the first to establish a legal requirement that children be taught to read, they were not the last to assign broad, extensive responsibilities to the public school and to express high expectations for the performance of teachers.
